Authentication Strategy

Authentication is a critical requirement that demands near real-time response from the National ID service platform as well as data to be shared by the requesting party.  Digital Authentication is done by electronic means either online or offline. To manage this, a distributed approach is followed to improve efficiency and availability and also a directive is set that regulates the data sharing approach to maintain the privacy principles defined by the program. 

Personal Data protection (PDP) law has been drafted [https://id.gov.et/documents/] by the Ministry of Innovation and Technology. It is under review to be approved by the House of Federation of the FDRE. A “National Digital ID Law” is also being developed and currently leveled for review by respective stakeholders. Upon ratification by the FDRE Parliament (which is expected to materialize once required procedure is finalized), these draft proclamations are expected to give a legal framework for the implementation of the National Digital ID program and subsequently enabling authentication services.
