The procurement approach has been sensible to technical standards and high-end quality. Accordingly, complex parts are purchased from global industry leaders including biometric hardware related SDK (Software Development Kit), ABIS (Automated Biometric Identification System), and most of the infrastructure level components at the back end are procured with open and competitive procurement process. However, vendor neutrality is a key principle that will not be ignored during such procurements. Licensing approaches for all components will be made one time whenever possible. To maximize the value of technology neutrality, vendor independence and future sustainability, the core (middleware) platform is based on the MOSIP open source technology customized and maintained by local technical capacity. Furthermore, a key portion of the Registration client system is also developed and fully maintained locally by internal experts. 

Finally, a procurement advisory firm will be hired to facilitate the procurement activities according to defined principles of the program.
